Darrell Madding


Darrell Madding is a principal partner and Chief Operating Officer for D&L Oil and Gas, LLC.  Mr. Madding has vast experience in the petroleum industry spanning more than 25 years. He has held executive level positions at a number of companies and has managed the construction, maintenance and refining of oilfield products. He initially worked in fuel systems for ExxonMobil in Memphis, Tennessee. Next, he became the Vice President of Marketing and fuel system design for Radford Petroleum, where he designed and installed industrial and commercial systems for both water, land and pipeline. Mr. Madding then founded and operated Hydro Kleen, LLC, a refinery and pipeline industrial company specializing in refinery turnaround and upgrades. He also worked for Industrial Service Company overseeing compliance work and the routine maintenance necessary to keep systems and oil fields operating. Most recently, he owns and operates Mast Energy, a crude oil blending plant in El Dorado, Arkansas which produces $6-$8 million in annual revenue. Finally, he assisted in the development of the Eco-Pneumatic Pump utilized in shallow well oil extraction specialized in by D&L Oil and Gas and owns one-third of the patent for this technology. Mr. Madding has a BA in Industrial Management from Arkansas State University, Jonesboro, Arkansas and a BS in Engineering from the University of Arkansas, Little Rock.

Matthew L. Lobene

Matthew Lobene is a principal partner, head of business development and investor relations for D&L Oil and Gas, LLC.  Mr. Lobene initially worked for financial institutions both in New York City and Rochester, New York. He then went on to become the fastest rising sales associate at Paychex.  Mr. Lobene the turned his acumen in business development to his family’s construction business in upstate New York. He then became an entrepreneur and senior executive with multiple trading firms that specialize in international commodity trading.  Mr. Lobene has also utilized his experience in multiple large petroleum, diamond and other raw commodity transactions throughout the European, South American and Western African markets.  He has also been in the real estate market for over 15 years as a fund-raiser for real estate developers. Mr. Lobene has also been involved in manufacturing various types of business and consumer products both in the United States and overseas.  This resulted in his collaboration with Darrell Madding in D&L Oil and Gas, LLC, where he currently focuses all of his efforts.  He also has relationships with many investment banks and high net worth individuals and he has helped raise millions of dollars in multiple areas of business, including nano-infused CBD oil with Prime My Body, medical cannabis with Tikun Olam USA, real estate development projects, Hydra-Blast thirst quencher and D&L Oil and Gas, LLC.  Mr. Lobene studied Business Administration and Accounting from the State University of New York at Geneseo.

Andrew Boulogne

Chief Logistics Officer

Andrew S. Boulogne joins the Team as Logistics and Trading Officer. Mr. Boulogne has 24 years’ experience in trading commodities, Shipping and Logistics. He has spent 16 of those years in countries ranging from South America, Central America, North America and Canada moving products ranging from Cement to Stones globally. Mr. Boulogne has capacity for structuring and implementation of complex projects requiring cross border, cultural, and language sensitivity. His talent and global awareness allow him to enhance the company by increasing global reach of the products and services DL Oil has to offer. He is fluent in Spanish and French and has extensive experience working in various parts of the world which will allow our company to move easily into nontraditional regions. Andrew has extensive experience in ship management and chartering as well as the sales and marketing of crude oil and distillates and associated Global Relationships in Public and Private Sector from the Far East to the Western Hemisphere. Mr. Boulogne’s also has interests and in Astrophysics in which he has published articles and books to that nature. He enjoys Sailing , Golf and the Classics of life in his spare time.

Alan J. Fisher

Chief Compliance Officer

Alan J. Fisher is the Chief Compliance Officer of D&L Oil and Gas and is the principal of the Alan J. Fisher, P.A. law firm and the Fisher Advisory Group with offices in Deerfield Beach, and Miami, Florida.  He previously served as counsel to the Standing Chapter 13 Trustee for the Fort Lauderdale and West Palm Beach divisions of the Southern District of Florida, encompassing Broward, Palm Beach, Martin, St. Lucie, Highlands, Indian River, and Okeechobee counties.  Mr. Fisher also served as a judicial extern to the Honorable Geraldine Mund, Chief United States Bankruptcy Judge emeritus, U.S Bankruptcy Court for the Central District of California. He has focused his practice in the areas of Bankruptcy and Debtor/Creditor law since 1988, representing Chapter 7 and 11 trustees, debtors and creditors in bankruptcy actions, and bankruptcy litigation.  He has also represented buyers and sellers in foreclosure and real estate workouts. In addition, he has represented and successfully modified the mortgages of scores of mortgage holders.  Mr. Fisher has lectured on bankruptcy issues to the National Association of Chapter Thirteen Trustees, the Annual Meeting of The Florida Bar, the Legal Aid Society of Palm Beach County, Broward Lawyers Care, the National Business Institute, and before business and legal professionals.  Mr. Fisher is an active investor in Tikun Olam Global, LLC which cultivates, harvests, extracts, processes, packages and distributes medical marijuana products in the States of Washington, California, Nevada, Delaware, Florida, Pennsylvania, Maryland, the District of Columbia and Puerto Rico. Previously, he was a managing member of Peter Coppola Beauty, LLC, a manufacturer and seller of hair care products in the professional market throughout North America and was formerly a member of the Board of Directors of Non-Invasive Solutions, Inc., which developed and held a portfolio of patents in the area of nanotechnology.  In addition, Mr. Fisher was an owner and assisted in the development of a company which bought and collected debt, Premium Asset Recovery Corporation (“PARC”). PARC was eventually sold to Asset Acceptance Corporation with investors receiving a return of 15 times their investment after 4 years. Furthermore, Mr. Fisher was an owner and board member of U.S. Development Technologies and Protein Delivery Solutions, which undertook research, analysis and development of high technology and biotechnology products, most recently sublingual delivery of large molecule proteins. Prior to his legal career Mr. Fisher managed restaurants for the then privately-held TGIFriday’s Corporation. He also managed and set up the Texas commissary operations for Orange County, California-based Spires Restaurants. He is a member of The Florida Bar, the State Bar of California, American Bankruptcy Institute, American Bar Association, National Association of Chapter Thirteen Trustees, and the Bankruptcy Bar Association of the Southern District of Florida. Mr. Fisher earned his J.D. degree from Southwestern University School of Law.
